Overview:
Laurel Health Advisors is seeking a Web Designer/E-Commerce Specialist to lead the development, implementation, and maintenance of a public-facing website with an integrated ordering and distribution system for a statewide public health initiative. This role will be responsible for designing an accessible, user-friendly, and secure digital platform that supports HIV prevention, care, and harm reduction services. The ideal candidate will have experience in UX/UI design, e-commerce systems, and database integration, ensuring the platform efficiently manages orders, tracks inventory, and provides seamless access to resources.
Key Responsibilities:Website Design and Development
- Design and develop a responsive, ADA-compliant, and user-friendly website that supports HIV-related services, resources, and an ordering module.
- Collaborate with public health experts, program managers, and community stakeholders to ensure the website meets accessibility, content, and usability needs.
- Implement secure cloud-based hosting (AWS preferred) and ensure site scalability, speed optimization, and uptime reliability.
E-Commerce and Ordering System Integration
- Develop and manage a secure online ordering and distribution system that allows users to request prevention supplies such as HIV self-test kits, PrEP resources, and harm reduction materials.
- Integrate inventory management software (such as Zoho Inventory or similar) to track stock levels, automate order fulfillment, and generate reports.
- Configure role-based administrative dashboards that allow program administrators to monitor orders, manage shipments, and analyze distribution trends.
- Ensure compliance with HIPAA, data privacy regulations, and secure payment-free transactions for no-cost ordering.
Technical Maintenance and Support
- Perform regular updates, security patches, and troubleshooting to maintain website functionality and prevent system vulnerabilities.
- Monitor Google Analytics and Tableau dashboards to track site engagement, identify trends, and optimize the user experience.
- Provide technical support and training to staff and program administrators on using the platform’s backend tools and reporting features.
- Implement SEO best practices to improve search engine rankings and ensure broad visibility of the site.
Compliance and Accessibility
- Ensure full compliance with Section 508 of the Rehabilitation Act and Web Content Accessibility Guidelines (WCAG 2.1) to provide an inclusive user experience.
- Work closely with communications and public health teams to develop content that aligns with CDC Health Literacy Guidelines and state public health requirements.
- Maintain data security standards aligned with NH Department of Information Technology (DoIT) policies and other relevant cybersecurity frameworks.
Stakeholder Collaboration and Reporting
- Work with public health officials, IT teams, and ordering system administrators to refine website features and e-commerce functionalities continuously.
- Develop and present monthly reports on website performance, order volumes, user engagement, and technical updates.
- Provide ongoing recommendations for site improvements, new features, and enhanced ordering system efficiency.
Qualifications:
- Bachelor’s degree in Web Design, Computer Science, Digital Marketing, or a related field (or equivalent work experience).
- 3-5 years of experience in website design and e-commerce platform management, focusing on public health, government, or nonprofit sectors preferred.
- Proficiency in WordPress, Drupal, or other CMS platforms for content management.
- Experience developing secure ordering systems and inventory management tools, with knowledge of Zoho Inventory, Shopify, WooCommerce, or custom e-commerce solutions.
- Strong knowledge of UI/UX design, HTML, CSS, JavaScript, and PHP.
- Experience with cloud hosting solutions (AWS, Azure, or Google Cloud).
- Familiarity with data security standards, HIPAA compliance, and state IT policies.
- Understanding of accessibility compliance (Section 508, WCAG 2.1).
- Strong project management skills, with the ability to coordinate across teams and meet deadlines.
- Ability to analyze web traffic data and optimize digital engagement strategies using Google Analytics and Tableau.
- Excellent communication skills and the ability to work collaboratively in a multi-stakeholder public health environment.
Preferred Skills:
- Experience working with government agencies, healthcare organizations, or public health initiatives.
- Familiarity with digital marketing strategies, including SEO, social media integration, and email outreach.
- Proficiency in API integrations to connect external databases, e-commerce tools, and logistics systems.
