Subcontract Program Manager

This role is a critical leadership position responsible for managing subcontractor performance across complex, large-scale federal programs. You will oversee the cost, schedule, and technical execution of multiple suppliers, ensuring alignment between program objectives, supply chain strategy, and contractual requirements. Acting as a key bridge between program management, engineering, and procurement teams, you will support both proposal development and full program execution. The position requires strong analytical capability, deep knowledge of subcontracting practices, and the ability to manage risk, cost, and compliance in a highly regulated environment. You will also play a central role in supplier evaluation, contract structuring, and performance governance. This is a highly collaborative and impact-driven role within mission-critical defense and infrastructure programs.

Accountabilities

• Oversee subcontractor and supplier performance, ensuring alignment with cost, schedule, technical, and quality requirements across active programs.
• Act as Cost Account Manager (CAM) for supply chain expenditures, tracking and analyzing budget performance versus actual costs.
• Support proposal development by defining subcontractor scope, assessing risks, and contributing to make-or-buy decisions.
• Collaborate with supply chain, engineering, and program teams to develop Statements of Work, pricing analyses, and sourcing strategies.
• Lead subcontractor evaluation, bid reviews, and supplier selection to ensure optimal performance and compliance.
• Manage contract types, payment terms, and subcontract frameworks in alignment with program requirements.
• Monitor supplier performance through structured scorecards, quarterly business reviews, and ongoing reporting.
• Ensure compliance with federal contracting requirements, including FAR/DFARS and CPSR guidelines.
• Oversee subcontractor documentation, invoicing validation, and performance tracking throughout the contract lifecycle.
• Identify risks, resolve performance issues, and coordinate corrective actions with internal and external stakeholders.

Requirements

• Bachelor’s degree in Engineering, Business, or related field (or equivalent experience).
• 10+ years of experience in subcontract management, procurement, program management, or related federal contracting roles.
• Strong knowledge of FAR/DFARS regulations, supply chain management, and government contracting practices.
• Experience managing large subcontractors and suppliers, including contracts exceeding $20M.
• Strong understanding of cost analysis, pricing structures, and financial tracking in complex programs.
• Ability to evaluate suppliers, manage bids, and lead sourcing decisions in competitive environments.
• Excellent communication, negotiation, and stakeholder management skills.
• Strong organizational and analytical abilities with attention to detail and compliance requirements.
• Experience working in defense, infrastructure, or other federal program environments is highly desirable.
• Ability to travel periodically for supplier and internal coordination meetings.
