Description:

IBSS is seeking to fill a position to provide Software Engineer support to the National Weather Service ( NWS) Office of Water Prediction ( OWP). The candidate shall support the Atlas 15 program with the creation of precipitation extremes data taking into account a changing climate.

Key Responsibilities:

• In coordination with the team, develop and expand software used in the creation of a repository of observed historical precipitation gauge data, covering CONUS and OCONUS, that will be used to develop estimates for NOAA Atlas 15 Volume 1. The national precipitation repository shall contain both the full precipitation gauge time series and the derived extreme event time series. The repository shall be developed in line with the FAIR (Findable, Accessible, Interoperable, and Reusable) principles to facilitate stewardship and future national updates.
• Implement automatic quality control practices, including machine learning evaluation techniques, based on best practices, and the extraction of the extreme time series data based on current Atlas 14 protocols
• Work with the Project Investigators (PIs) from NOAA and academia to validate and improved software developed for the Atlas 15 framework.
• Organize and maintain technical documents and data libraries utilizing electronic records management best practices.
• Assist scientists with the creation of deliverable and ad-hoc software

Required Skills /Education/ Certifications & Qualifications:

• Masters or Bachelors of Science degree in computer science, engineering, or IT related field.
• 8+ years software engineering/development
• Developing Software Testing to include Unit, Integration, and Component Testing
• Code Optimization experience such as: Parallel, multithreaded, and concurrent programming
• Knowledge of statistical analysis and computing, machine learning, processing large data sets, data visualization, and big data programming
• Languages: Python, Shell Scripting, and Bash

Concepts:

• Big Data engineering skills with Python in developing data pipelines like Apache Airflow
• RHEL 7/8 Linux programming
• Parallel, multithreaded, and concurrent programming
• Client and MLOps (necessary for a later task)
• SDLC, programming paradigms and software design patterns within the refactoring space

Experienced in:

• DevOps culture of continuous integration and continuous development
• Agile Scrum and XP along with project management skills
• Technical documentation and disseminating information through workshops, training, and 1:1 tag-ups.

Desired Skills:

• Experience with climate model and climate data
• Experience with Google suite products and tools.
• Working with scientists at scientific organizations within the government space (ie. NOAA, NASA, etc)
