Overview

Highlight is seeking an experienced Senior Consultant to provide data analytic + geospatial insights and advisory support for a federal customer in a disaster management environment.

This position is remote.

Responsibilities

  • Provides emergency management related insights into program planning, strategy development, program execution, evaluation, and policy development for disaster management and disaster recovery efforts
  • Leads meetings with key stakeholders to include client and project teams aimed at defining requirements for database systems and information products to better provide timely situational awareness, predictive analytics, monitoring and evaluation.
  • Advise team members on emergency management culture and modalities related to training, reference materials and job aids to ensure a rigorous information lifecycle is supported within all tiers of the mission space
  • Support the enhancement of processes, procedures, methods and tools related to field operations from planning, staging, operations and demobilization
  • Advise the Configuration Management/Change Management (CM) process within an Agile and DevSecOps environment as an advocate for emergency management imperatives and realities.

Qualifications

Required Qualifications

  • US Citizen with the ability to get a Public Trust clearance.
  • Master's Degree.
  • 10 years of experience managing programs supporting disaster recovery and disaster management.
  • Deep understanding of emergency management related information flows and requirements building processes.
  • Must have an understanding of field\headquarters interoperability and communication challenges to advise on successful approaches to meet the needs of both.
  • Experience providing consulting and SME level support for large federal programs.
  • Knowledge of how data analytics, Geographic Information System (GIS) and spatial analysis are applied in an emergency management and disaster recovery process.
  • Familiarity with managing Configuration Management/Change Management (CM) process.
  • Experience supporting Agile and DevSecOps.

Preferred Qualifications

  • PMP, CEM or other relevant certifications.
  • Experience with disaster recovery finance mechanism at the national or state level.
  • Demonstrable experience supporting analysis and improvement of emergency management information flows for state or federal agencies.
  • Knowledge of hardware and software systems employed in a field\HQ information lifecycle model.
  • Experience with the following products: ArcGIS Enterprise Applications, Tableau, MS Azure, MS365, PowerBI workspace.
  • Knowledge of AI/Machine Learning (ML) concepts with the ability to analyze structured and unstructured data to identify patterns and trends that can be used for predictive modeling and machine learning solutions.
