Job Summary

The PLC/SCADA Software Engineering Manager – Critical Infrastructure provides leadership, technical direction, and operational oversight for software engineering teams delivering programmable logic controller (PLC) and supervisory control and data acquisition (SCADA) solutions for mission-critical and critical infrastructure projects. These projects include Building Automation Systems (BAS), Electrical & Power Monitoring Systems (EPMS), industrial process control, and high-availability systems in data centers, utilities, manufacturing plants, and other critical facilities.

The PLC/SCADA Software Engineering Manager – Critical Infrastructure manages a cross-functional team of PLC engineers and SCADA programmers, ensuring technical excellence, compliance with industry and security standards, and on-time, on-budget delivery. The Software Engineering Manager partners closely with project managers, design engineers, commissioning agents, and clients to deliver automation solutions that meet stringent reliability, safety, and cybersecurity requirements for critical infrastructure.

The PLC/SCADA Software Engineering Manager – Critical Infrastructure is self-directed on day-to-day work and receives high level instruction on new projects, tasks or assignments. Will execute and lead teams and projects, tasks or assignments of complex scope. May coordinate activities of other personnel.

This person will communicate and operate in line with organizational goals and values, as well as departmental objectives.

Essential Functions

Team Leadership & Development (40%)

  • Lead and mentor a cross-functional team of PLC engineers and SCADA software developers supporting critical infrastructure projects.
  • Manage resource planning and hiring plans, workload distribution, and performance reviews to ensure optimal team performance.
  • Foster a collaborative, high-performance culture with a focus on mission-critical reliability, quality, and continuous improvement.
  • Develop training programs on PLC programming, SCADA development, and cybersecurity best practices specific to critical infrastructure.

Technical Oversight & Standards (30%)

  • Establish and enforce engineering standards for PLC and SCADA programming, configuration, networking, and cybersecurity in critical infrastructure environments.
  • Approve technical designs, ladder logic, control narratives, scripts, database structures, and operator interface configurations.
  • Maintain reusable code libraries and programming templates optimized for mission-critical applications.
  • Ensure compliance with relevant codes, standards, and owner-specific requirements (e.g., Uptime Institute Tier III/IV, NFPA 70E, IEEE 3004).

Project Delivery Assurance (20%)

  • Align engineering deliverables with project schedules, budgets, and strict reliability targets for critical infrastructure facilities.
  • Serve as the technical escalation point for complex PLC and SCADA issues during factory acceptance testing, site commissioning, and integrated systems testing.
  • Develop optimized build sequences and be on-site as needed for critical project milestones.
  • Lead client and stakeholder technical discussions to ensure project alignment and successful handover.

Process Improvement & Reporting (10%)

  • Implement process improvements to reduce commissioning times, enhance operational uptime, and strengthen cybersecurity posture.
  • Track engineering productivity, utilization, and key performance metrics using ERP and project management platforms.
  • Provide portfolio-level technical and operational reports to senior leadership.

Completion of Assigned Tasks and Deliverables on Time and on Budget

Requirements

POSITION REQUIREMENTS (ADVANCED LEVEL FOR ALL OF THE FOLLOWING)

  • Knowledge of ICS cybersecurity governance, risk management, and compliance standards.
  • Strong knowledge of ICS communication protocols (EtherNet/IP, Profinet, Profibus, BACnet, Modbus, OPC, OPC-UA, MQTT, REST API).
  • Knowledge of networking, redundancy, and cybersecurity strategies for mission-critical systems (TCP/IP, VLANs, VPNs, RSTP).
  • Cross-Disciplinary Technical Expertise (BAS, EPMS, ICS)
  • Skilled in PLC programming (Allen-Bradley, Rockwell) and SCADA development (Ignition, AVEVA, Siemens WinCC, or similar).
  • Skilled in scripting (Python, structured text) and database integration (SQL).
  • Proven track record delivering automation for high-availability facilities such as hyperscale data centers, utilities, or industrial manufacturing.
  • Skilled in delivering mission-critical automation with compliance assurance.
  • Skilled in strategic project and resource management.
  • Skilled in leading PLC & SCADA engineering teams for critical infrastructure.
  • Skilled in mentoring and developing individuals and teams.
  • Skilled in delivering mission-critical automation with compliance assurance.
  • Ability to provide cross-disciplinary technical leadership.
  • Ability to leverage AI and emerging technologies to streamline workflows, optimize operational processes, and contribute to company-wide innovation

PHYSICAL DEMANDS

  • Frequently descending / ascending stairs and ladders to access equipment
  • On occasion the employee may be required to position self under or over equipment

TRAVEL / RELOCATION REQUIREMENTS

  • Up to 50% travel to other jobsite locations, this may include travel to any of the 50 US states
  • Must be located near a major airport.
  • Effective May 7, 2025, and in accordance with U.S. federal regulations for domestic air travel, a valid REAL ID (or an acceptable alternative, such as a passport) is required for travel associated with this position.
  • Travel may involve transportation by car or plane depending on the destination and nature of the business need.
  • Travel is defined as physically leaving home on behalf of business activities including but not limited to client sites, meetings with other employees, meetings for business development purposes, running errands on behalf of the business, attending industry conferences, etc.

Education / Experience Requirements

  • Bachelor’s degree in Engineering, Computer Science, or related discipline; equivalent technical/military experience accepted.
  • 8+ years of combined PLC and SCADA software engineering experience, with at least 4 years managing engineering teams on critical infrastructure projects.
