ARSIEM is looking for an Instructional Systems Designer (Sr) to develop training and development programs. This position will support one of our Government clients in Columbia, MD.

Responsibilities

• Responsible for the planning, development, delivery, evaluation, and administration of nontechnical training and development programs.
• Identifies performance/behavior gaps, makes recommendations, and provides solutions in order to improve business performance, increase retention, or develop future leaders.
• Determines costs/benefits and creates high-impact, low-cost solutions. Researches externally available programs.
• Oversees the design and presentation of training programs. Reviews and evaluates the effectiveness of programs.
• May personally conduct selected programs. Serves as a technical resource for programs that are developed and presented. Determines which training intervention will best meet the requirements or needs in a given situation.
• Markets the benefits of training and development of employees as a means of continually improving our workforce.
• Maintains relationships with line managers to be aware of potential training needs and to help them analyze performance deficiencies with their employees.
• Ensures training effectiveness and return on investment (ROI) through the use of multi-level tracking and measurement systems.

Minimum Qualifications

• Minimum of 10+ years of working experience in Instructional Systems Design.
• Bachelor's (or equivalent) with 8 - 10 years of experience and or a Master's with 6 - 8 years of experience.
• At least 2 years in a supervisory capacity.
• Must meet Cyber Instructional Curriculum Developer, Work Role ID 711 (NIST: OV-ED-001) standards:  https://public.cyber.mil/dcwf-work-role/cyber-instructional-curriculum-developer/
• Experience supervising, coordinating, providing leadership to and reviewing the work of assigned staff.
• Experience supervising individual contributors in technical positions and/or entry-level professionals.
• Experience estimating staffing needs, assigns work, recommends candidates for employment, makes recommendations for termination, conducts performance evaluations and salary reviews for assigned staff, and is responsible for the application of company policies.

$115,000 - $160,000 a year

The ARSIEM pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) job responsibilities, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other laws.
