Senior GIS / Web-3D Developer

Moovmynt Technology Inc. is seeking a Senior GIS / Web-3D Developer to support our proposal and, if awarded, delivery of the City of Surrey Development Visualization project.

The City is seeking a public-facing interactive web mapping and 3D visualization platform for major developments, infrastructure, amenities, transit, and growth opportunities. The initial pilot is expected to cover approximately 35–50 projects, with most located in Surrey City Centre. Priority areas include City Centre, Fleetwood Town Centre, and Campbell Heights.

This is currently a proposal-stage opportunity. Formal engagement is contingent on Moovmynt being awarded the City contract.

Responsibilities

• Help define the GIS/Web-3D architecture, technology stack, and implementation approach.
• Build or support a responsive browser-based 2D/3D mapping experience.
• Integrate City-provided spreadsheets, spatial files, and API/third-party data where needed.
• Support 35–50 development projects with varying 3D detail, from simple massing to more detailed models.
• Integrate and optimize 3D building assets for web delivery.
• Support different geographic scales and levels of detail.
• Implement transit, transportation, infrastructure, amenity, and accessibility overlays.
• Support distance/proximity analysis.
• Design for future projects, growth areas, datasets, and map overlays.
• Optimize page load, map interaction, and 3D rendering performance.
• Support analytics/reporting for public engagement, platform usage, and operational health.
• Provide input on hosting, monitoring, backups, recovery, privacy, security, and incident response.
• Support data ingestion, validation, update workflows, documentation, UAT, and final handover.
• Support WCAG 2.0 accessibility at minimum.
• Participate in a City interview/demo if shortlisted.
• Support the required one-year maintenance/support period where applicable.

Required Experience

• 5+ years of GIS, geospatial software, web mapping, or related experience.
• Strong production web GIS experience.
• Experience with ArcGIS/ArcGIS Online, CesiumJS, Mapbox, Three.js, WebGL, or comparable technologies.
• Strong JavaScript and/or TypeScript.
• Spatial data integration and geospatial workflows.
• Experience integrating 3D assets into browser-based applications.
• Experience optimizing large maps, 3D scenes, and spatial datasets.
• Ability to recommend architecture, hosting, and scalability approaches.
• Ability to provide examples of comparable completed work.

Strongly Preferred

• Municipal/public-sector GIS or government technology experience.
• Smart-city, urban planning, development, infrastructure, or real-estate visualization.
• Cesium 3D Tiles, digital twins, photogrammetry, or large-scale 3D environments.
• PostGIS, GDAL, GeoServer, QGIS, AWS, Azure, or similar.
• WCAG/accessibility, security, backup/recovery, or incident-management experience.
• Experience presenting technical solutions to government or enterprise clients.

Project Context

The City will provide development data including locations, heights, building counts, commercial/office square footage, spreadsheets, and spatial files where applicable. The City will not provide 3D models. Existing buildings and the full surrounding environment do not need to be modelled. ArcGIS Online access can be provided if needed, but other suitable approaches may be proposed.

The solution must be scalable, maintainable, and able to integrate into existing City websites. Project data and assets created for the work will be owned by the City.
