Lead Engineer: Systems Architect, Backend Developer, DevOps Engineer - Overlap with EST

Role Overview

We're seeking a highly skilled Lead Engineer to contribute to a public tender for a national social security institution in the Caribbean. The role involves developing a citizen and employer mobile app (iOS and Android) and its backend, focusing on account management, contributions, payments, pension estimates, notifications, and more. The project employs a robust technology stack and follows agile methodologies to ensure high performance and reliability.

Responsibilities

• Develop and document architecture, focusing on logical and security aspects, and identify risks and assumptions.
• Review and approve backend, integration, and infrastructure changes produced by AI agents.
• Oversee the implementation of the API gateway, application server, and integration with the client's REST/OData APIs, identity provider (OpenID Connect), and payment provider.
• Manage CI/CD pipelines, environments (DEV, TEST, UAT, PROD), and ensure robust monitoring, backups, and disaster recovery processes.
• Conduct performance tests to support at least 10,000 concurrent users with a response time under 3 seconds and ensure 99.9% availability.

Required Skills

• Bachelor's degree in computer science, software engineering, information systems, or a related field.
• Minimum of 5 years in IT systems design and architecture, with at least 3 years as a senior or lead architect.
• At least 3 years of experience in backend development, focusing on transaction business rules, security, and authentication models, and RESTful APIs.
• At least 4 years of experience in DevOps or cloud infrastructure, including AWS, Azure, or GCP, and proficiency with Docker and Kubernetes.
• Experience with CI/CD tools such as GitHub Actions, GitLab CI, or Jenkins, and monitoring tools like Prometheus or Grafana.
• Proven experience in designing multi-tier, API-driven architectures for mobile or web applications.
• Expertise in integration architecture, including REST/SOAP, message queues, and ESB.
• Strong knowledge of security architecture aligned with ISO/IEC 27001, OWASP mobile standards, and data protection laws.
• Fluent in English.

• Experience in delivering mobile systems of comparable scale to the project requirements.
