Commitment: Up to ~475 hours across 2027
Start: Contingent on project award
Reports to: Project Manager / Technical Lead
About the Role
Client is an Esri-focused GIS solutions firm. It’s hiring an experienced GIS Developer / Data Engineer for a 2027 public-sector ArcGIS asset management implementation. You’ll be the hands-on technical lead for the build: configuring the ArcGIS environment, designing asset data models, migrating messy legacy data and automating ETL and QA. GeoScope keeps ownership of solution architecture, client coordination and project management. This role is about execution: you take defined requirements and deliver them with limited supervision.
What You’ll Do
- Configure ArcGIS Online/Enterprise feature services, tables, relationships, domains, subtypes and attachments
- Design and implement data models for multiple infrastructure asset classes, with one-to-many relationships linking assets to inspections, condition records and completed work
- Assess, clean, normalize and migrate legacy data from spreadsheets, databases, GIS layers, Google-based datasets and external transportation systems
- Build repeatable Python/ArcPy ETL workflows for transformation, migration, validation and reconciliation
- Integrate field-collected data and support offline/mobile collection and sync
- Develop ArcGIS Dashboards and related web apps
- Build automated QA checks: missing values, duplicates, invalid geometries, relationship integrity, unmatched IDs, attachment completeness and source-to-target reconciliation
- Support system testing, UAT, defect resolution, documentation and final handoff
What You’ll Bring
Required:
- 3–5+ years of professional GIS experience, with a data engineering and migration focus (not only cartography or analysis)
- Strong hands-on ArcGIS Pro, ArcGIS Online and ArcGIS Enterprise
- Python, ArcPy, SQL and REST APIs
- ETL and legacy data migration, including validation and reconciliation
- Feature services, related tables, domains/subtypes and attachments/photos
- ArcGIS Dashboards and mobile/field GIS workflows
- Experience designing stable asset IDs and relational GIS structures
Nice to have:
- Local/state government, DOT or public works GIS projects
- Transportation, roadway or infrastructure asset management
- ArcGIS Field Maps and Experience Builder
- Asset inspection and maintenance history data
- Data provenance and auditability in production ArcGIS deployments
Example Challenge
Migrate a legacy culvert dataset (asset table, inspection history, completed work, photos) that has inconsistent IDs, duplicates and incomplete attributes. The pipeline runs: Stable IDs → Staging → Profiling → Normalization → ETL → Relationships → Attachments → Validation → Reconciliation → Publishing → Dashboard/App Testing.
Who Thrives Here
- Works independently and is comfortable reporting directly to a technical lead
- Writes clean, maintainable Python and documents work clearly
- Treats QA and reconciliation as production-grade, not an afterthought
- Comfortable with public-sector formal acceptance and documentation requirements
